This is an initiative that serious and righteous administrators dream of; whether they are able to turn their dreams into reality is yet another matter.
While the government systems need to cover all the requirements under law and get the work done, the foresight and the style of functioning of the planners and of the framers of the Standard Operations Procedures or just simply the rules for any department, matters substantially.
Like every good player cannot be a good coach so also every good administrator cannot be a good framer of the rules and procedures unless he is level headed and has a deep insight into the requirements of both sides, the implementers and those who are served by them.
All the rules cannot be apt, people who have better knowledge are always suggesting changes that often are simple but elude the administration’s attention; hence, the National Competitiveness Council (NCC) has introduced an innovative scheme whereby the general public including the business agencies and individuals are given a chance to suggest changes to the rules and procedures that have certain drawbacks and faults that need to be amended to streamline and cut short cumbersome procedures.
Thus, it occurred that about 25 departments came forward and signed into law, the rules and procedures of certain government regulations that aim at making them more efficient, effective and speedy; adopting new methods has always resulted in better procedures and rules while providing satisfaction to their clients.
They thus celebrated the 2nd Repeal Day on Thursday; the matters taken up to be repealed contained administrative orders of the government departments that numbered 1062 and included office orders, circulars and memoranda.
The NCC sponsored event will initiate the following action as decided:
• 138 will undergo amendments,
• 10 will be repealed and will be redundant,
• 18 will be merged with the existing procedures, and
• The issuances roster will see 896 issues delisted.
Prominent among the issues modified or repealed was include Land Transportation Office Administrative Order 2016-034 that extended to five years the validity of the licenses of the Conductors and Drivers; also, the order increasing the de minimis value of imported goods under Customs Administrative Order 02-2016 was modified/repealed.
Guillermo Luz the Co-Chairman of the NCC opined that the burdening of the business community need to be lessened through innovative strategies and procedures because they were the ones investing and creating jobs.
Red-tape needs to be minimized so that their work becomes easy and hassle-free; he cited the example of countries like South Korea, UK, Australia and Vietnam that have adopted similar business models to hasten the procedures.
