It may sound surprising but to some but even at the international levels grave errors do occur. They are actually basic rules but even the officials were having a knowledge of all the rules but still the error occurred.
In an international case the government of the Philippines (GOP) has agreed to take corrective action.
The Department of Finance was informed by the Japan International Cooperation Agency that an error had occurred. The Department of Finance agreed to an error and that they will recalculate the finances and correct it.
The matter concerned some projects that were executed by Japan under the aid projects being undertaken by the Japan International Cooperation Agency (JICA). JICA is an aid agency and has committed itself to supporting the Duterte government.
As per the rules of the aided projects, taxes like VAT are exempted for the party that is funding the project. VAT is not applicable since there is no commercial angle involved.
These projects are being pursued under the 10-point socioeconomic program that was mooted by the President after taking over the reins of the government and taking stock to assess the various infrastructure projects that could take the country forward in its quest to ensure proper development and progress.
It was under that program that the Japanese aid agency JICA had come forward and offered their services and support in order to take up projects. These project were aimed at ensuring lasting peace in Mindanao and easing the huge problem of traffic congestion in the Metro manila area.
This help was offered by Kitaoka, the JICA President when he made a courtesy call to meet Carlos Dominguez III the Finance Secretary of the Philippines.
The meeting dwelt on the initiatives being take by the Duterte government and Dominguez patiently explained to Kitaoka the details of the 10 point program with special emphasis on the projects that had been accorded the highest priority by the Duterte government.
These projects that were accorded the highest priority by the Duterte government were those that were pertaining to the following topics:
1. Pursuing a policy of reaching out to the disgruntled elements of society who had been waging a violent conflict against the state but did not want to settle down and join the mainstream.
2. Maintaining cordial and peaceful relations with all the neighbors and countries of the region,
3. Rediscover the relationships with allies,
4. Create a society in which law and order was respected and cherished,
5. Alleviation of poverty and suffering,
6. Opposing the trade of illegal drugs and uprooting the networks that were pushing drugs and spoiling the future of the country’s youth.
The Finance Secretary took the opportunity to assure Kitaoka that the matter of erroneously charging VAT on the aid projects was being expedited and the matter will be resolved posthaste since the projects were under the Official Development Assistance (ODA).
The Undersecretary of Finance, Maria Edita Tan stated that the two also explored the various options on projects on which JICA could cooperate with the government of the Philippines in future. Projects discussed included several pipeline projects within Manila metropolitan area but also in other parts of the country.
These included an ambitious plan to construct a mega- subway in Manila. During the wide ranging talks, many avenues of cooperation were explored by the two sides. The purpose was to enhance the cooperation to other areas besides the pipeline projects.
Under discussion was another project which envisaged the procurement of a set of marine vessels for the use of the Filipino Coast guard. The vessels proposed to be procured were the 94, foot variety.
Moreover, as far as the Mega manila project is concerned the ground work and the surveys will be ready next year.
Dominguez thanked Kitaoka and JICA for having come forward to support the vision of President Duterte which he hoped would go a long way to assist the country to reach its cherished goals.
Mr Kitaoka also expressed his agency’s commitment to be a part of the infrastructure building effort of the Filipino people.
